Quite easily in fact. Usually "Noise killer" means that the fan is somewhatishly thermally controlled. Sometimes it works some of the time, usually not at all....

What you've got there is a Flex-ATX power supply. Flex-ATX is an offshoot of the micro-ATX form factor, and like the micro some of the PSU's have a 40mm fan...
